Slow buffering speeds, and download speeds.?

Well, i am running Windows 7 64-bit, have been for a while, never had a problem, but the other day, my youtube videos started buffering at a extremeley low rate, also when i attempt to download something it is now Dloading at a rate of 50-400KBS, usually its at 2mbps so something must be wrong.
