Is the FN FS2000 legal in WI and is it an OK beginners rifle?

I want to purchase this firearm (it would be my first purchase of a gun) and would like to know if this gun is OK for a beginner. I don't plan on making any huge mods to it or anything like that. I've heard it is complicated to fix something if it jams but I hope that it won't happen to me. I've also heard complaints of the buffer on the firing pin that FN has installed. Is it a big problem? But of course I cannot buy this gun if it is illegal in the state in which I live so is the gun legal in WI?
